Question:
A traveller from East London must quarantine at a Heathrow hotel for 10 days on returning from abroad. Should he pray full rakat of salah or qasar whilst he is doing quarantine in Heathrow?

London is divided into 33 local authority districts called Boroughs. Each borough has their own council, government and boundaries. Therefore when one is travelling, he should do qasar after he leaves the boundary of his own borough and when returning he should pray full once he enters the boundary of his borough.
Heathrow airport is located in London Borough of Hillingdon in West London. Therefore, since the person mentioned in the question is from East London which is in a different borough from Heathrow, he will have to do qasar while he is in quarantine for 10 days at the hotel in Heathrow.
